Golf Cart, ATV & UTV Rules and Regulations

It has been brought to our attention that there are several citizens in the City of Portageville that are violating the rules and regulations of operating recreational off-highway vehicles such as a golf cart, UTV or ATV on public streets within the city limits of Portageville. As a reminder, it is necessary to obtain a permit to be allowed to drive these on a public street. This permit is for city streets only and does not authorize you to drive on state roadways such as State Highway 61 or State Highway 162.
Golf Cart, ATV & UTV Rules and Regulations:
- Must be 16 years old and have a valid driver’s license
- Vehicle must be insured
- Must have slow moving reflective triangle and a 6 foot orange flag
- City tags must be displayed on the left side in plain sight
- Driver must obey all traffic laws just as if you were in a truck or car
- 4-Stroke 4-Wheelers Only
- 49cc scooters only, no battery powered
- Must have working headlights and tail lights while driving at night
- All children under the age of 6 must be in a child safety seat and buckled in
- The number of seats determines the number of permitted riders. If you only have two seats, only two riders are allowed. No standing or sitting on storage rack allowed.
- Must obtain City permit and show proof of insurance at City Hall
At the Board Meeting on June 2, 2025, it was determined that before a permit will be issued at City Hall, the vehicle must be inspected by the Chief of Police to make sure there are no after-market pipes that would cause noise disturbance. Once approved by the Chief of Police, a signed document will be given to you to take to City Hall where you can obtain your permit. At this time, our current ordinance states that no motorized vehicles can be operated unless you have a valid driver's license. Due to the rise in electronic bikes and scooters, the Board of Aldermen are reviewing the current ordinances to see what changes, if any, may be acceptable.
These laws will be strictly enforced. This is a privilege given to the citizens of Portageville by the Board of Aldermen to aid in high fuel costs. Excessive abuse of the rules may result in the termination of the privilege.
